I don't know why you got excited for that, that's the way it has worked since Expert Roulette got implemented.
Not that I can necessarily blame you for wanting a more diverse pool.
Since Pharos Sirius there were always only 3 dungeons at the same time in the expert roulette.
It is a bit odd. That Duty Roulette: Hard pool is getting seriously diluted now as well. I'm not sure why they have it structured this way. I understand the expert category composed of all the newest dungeons, but the next rung down being literally every other post 50 dungeon is lazy and it means new players don't get access to that roulette until they've completed 14 different dungeons.
It's especially odd since SE recognized that it's getting harder and harder for new players to unlock expert roulette with everything all lumped together. At the same time they seemingly have no interest in changing (at least until 3.0, I hope) which is unfortunate.
I know it's what they've always done, but like you, I was kind of disappointed that they were taken out of ex roulette.
I guess high level roulette don't get changed before 3.0
Then all dungeons get moved to low level roulette or get renamed into lv50 roulette.
Honestly, I don't mind seeing Snowcloak (especially Snowcloak. Lordy loo do I loathe that dungeon for so many reasons) and Sastasha HM going into High Level roulette. Qarn, with a few adjustments here and there, could probably deserve to stay in Expert roulette :>
To be honest I believe that they should keep 2.4's slay of dungeons in Expert Roulette. Reason being is that it became much harder to complete 2.3's dungeons in High Level roulette because the item level cap went down to the point a fresh 50 with mainly normals, one or two greens etc. barely making it past ilvl 50 could then enter those dungeons and expect themselves to be carried. And trust me, there have been many of those dungeons I've had to bear with fights lasting over 10 minutes because of a lack of dps, or multiple fights of the same caliber taking just as long, if not more, with players who refuse to ask what to do and lack the dps to pull it off anyway. Especially with Qarn, this will go downhill very fast as even players with ilvls over 110 who are new to it and those who are not still struggle to take down Guardia and then Emperatriz before 100,000 Needles is cast. I agree this should be nerfed, but I do not believe it should be made a High Level duty roulette dungeon. There needs to be a goal, some form of finishing line for which new adventurers then begin doing Expert Roulette 2.4 onwards. I don't believe handing gear out freely to someone who has scarcely struggled to overcome Aurum Vale 2 minutes previous is the best way to go. This sends the message that we should all just quit FFXIV until 3.4/3.5 and just breeze through the dungeons as if they were nothing to begin with.
