How do I read skysatcher in angler.com?

I am talking about this(http://en.ff14angler.com/skywatcher/) site to be exact.

So right now the eorzean time is 11am. If what I'm looking at is correct, that should come between 8.00 and 16.00 because I think it denotes time.

But why is the red marker line down the 00.00?

So what does 00, 08, 16 mean if not time?

Why doesn't it seem to update automatically on Chrome?

So apparently 9.38 in Eorzean time comes between 00 and 08. WHY??

They show you the last timeslot's weather too.

Yup. The "red" column is the previous weather period. Certain fish require not just the current weather to be specific, but also the previous weather to have been a specific one as well.
