Yeah it is a old quest but this statement is also in the patch notes "Players can acquire master recipe books from the NPC Talan in Mor Dhona at Revenant's Toll (X:22 Y:6) after completing the quest "Just Tooling Around."
* In the event you have already acquired a master recipe book, your crafting log will be updated with the new recipes automatically. The wording of crafting tomes and master recipe books are different in each why not the same? Just looks weird to me i guess

Considering all the typos and plain wrong translation in some parts of the notes, there's a fairly big chance that the use of the word tome is a typo as well.

Yah, such is the result of localization. :P "Tome" can refer to a Book, but some people also think it might be referring to a "Tomestone" (currency to grind).
