Maybe cause they are fun battles and not meant to be taken as seriously as the extreme primals?
Maybe they felt like it.
Scared of playing with lower geared people?
Maybe that's where the true challenge lies.
Maybe because the max iLvl hasn't increased at all and they still want things to be accessible. It's not very wise to make it so that barely anyone can join because the iLvl is too high.
The for real reason is that non-extreme content follows a pretty normal progression.
All the 2.4 hard content was ilvl 80, 2.3 was ilvl 70. Now the 2.5 hard content is ilvl 90.
If you expected anything else you must not have been paying attention.
Ramuh EX came out when the cap was iLVL 110. His entry is iLVL 85. That's a disparity of 15, which is acceptable I feel. The level disparity between these three new fights and the current iLVL cap is 35-40. This is a HUGE jump.
EDIT: Also that the fights are regressing.
You are right, that is a huge gap. And I can bet that there will still be when Heavensward is released.
Just think about it, what ilvl did you have when you made it to lvl 50? And if Heavensward will let you continue to lvl 60 I can't imagine that they want you to stay on lvl 50 content to grind ilvl to 115+ before being able to enjoy the new content.
