    It hits the ground when everyone passes on it. If 7 people pass and one person lets time run out, they end up with it by default. You have 5 whole minutes to pass on it, so really it's your own fault if you get it.

    i90 for the new dungeons is the natural progression step... Don't forget that SE has actual numbers for how geared people are on average. You don't.

    It was changed specifically for the tower raids in a previous patch.
    It used to be that if the other 7 left instance before you could pass item, it would fall to you. Now it only falls to you if you let time run out.

    With High level I could see them splitting it into two groups now. What they could of done is something like

    Group 1: 80 Soldier, 20 poetic
    The Wanderer's Palace
    Amdapor Keep
    Pharos Sirius
    Copperbell Mines (Hard)
    Haukke Manor (Hard)
    The Lost City of Amdapor
    Halatali (Hard)
    Brayflox's Longstop (Hard)

    Group 2:40 Soldier, 10 Poetics
    Hullbreaker Isle
    The Tam-Tara Deepcroft (Hard)
    The Stone Vigil (Hard)
    Snowcloak
    Sastasha (Hard)
    The Sunken Temple of Qarn (Hard)

    Basically having the older dungeons have the perk of having a higher soldier/poetic gain while the 2nd group would have a small gain but in a way it plays off that risk factor that if you want the extra reward you may get into the dungeons that offer more poetic/soldier or you may not.

    That would be horrible lol. Low Levels are too easily speedran in 110 gear. "difficulty" should be awarded with greater gear .
