There was no mention of it. Yes, they mentioned that the upgrade tokens would have a separate lockout. That being said, these are the preliminary patch notes. Certainly subject to change. It is still entirely possible that we may still see these in the patch.
Perhaps, however this seems like an awful lot of organization. It would certainly take a great deal of planning.
Though, I suppose, the better question is, that if this loot will be replaced by the expansion, why have the lockout at all?
Well... I called it. I knew it would happen, and it did. I'm not sure whether to pat myself on the back or just shake my head in dismay at the lunacy.
The 'roulette' is getting beyond stupid. Okay, more stupid than it was before. Yet again we see the 'expert' roulettes pushed backwards into the 'hard mode' roulettes, three new 'experts' taking their place as the only true means of earning your daily tomes of poetics (all of which need to be unlocked before you can actually DO a roulette), and making things even more of a pain in the butt for anyone working on their animus. Thanks SE... nice work.
They've made the old hag dependent on being able to complete the roulette, then effectively lock the thing out every few updates and raise the bar on the roulette to a new difficulty level. My god, by the time we hit Heavensward you'll need ilvl 150 just to get mysterious maps for your measly level 110 Novus!
I'm looking forward to the quests, but couldn't they have just added the new dungeons to a new advanced roulette or, at the very least, kept the existing ones in the same roulette tier so that we don't water down the hard mode to obscurity? Just LOOK at the number of dungeons you'll need to complete just to have access to HM roulette once this patch hits! It's ridiculous! And that's before we even consider the ITEM LEVEL necessary to do this.
Sure, I've got all jobs unlocked at 50 blah blah... but what of new players? This is utterly destructive for players still working their way through the game, something SE apparently considers unimportant.

Actually, all you have to do is change to the same GC, and then all the people who moved will have to do us level up their PVP rank all over again from Rank 0 so they can once again equip their i100/i110 PVP gear after a few hundred matches.They still failed to remove the pvp requirement where I must play with my grand company. When is square going to realize that the main reason people don't play much is because they can't play with friends easily? Everyone I've spoken to about this in my FC agrees that we would all play it more if this restriction was removed. With the new rules I was hopeful they would remove this limit, but have once again been dissapointed. Nothing was more fun than playing with all 8 people on my team at the fan fest. A shame I won't get that again.
I'm kidding of course, I had hoped for a change in this regard as well.
New dungeons being i90 kinda worries me. Everyone's way higher than that and I'm worried it'll be a snoozefest. I know people don't truly want 4 mans to be 'hard', but there's a balance between the two.
They recognized the expert roulette Alex quest creep and addressed it by BOTH increasing the fate drop rate and increasing soldiery acquisition in general (buy maps). On top of this they upped lights and people are complaining that relic is getting harder? /official forums logic.
What's an Allagan Catalyst for I wonder? Anyone know?
