Whilst it's true that's how he appears...
I'm not too sure if he's actually a Primal, or is more like King Moggle Mog who is just summoned by really wishing him into existence. I'm more inclined to think the latter.
I have like 2,000 Water Clusters in my inventory.

Good King Moggle Mog is a primal by the definition Alphinaud gives us, which is a being summoned through prayers of the desperate and with great quantities of aether. The moogles had a lot of crystals, and they prayed really hard, so he's a primal. How he's different is a good question, though.
Pretty much this. We used to be able to draw a line between primal and not-primal, but since that scene where they talk about Good King Moggle Mog XIIth (may his glorious name strike fear and respect into pom-poms Hydaelyn over), we now have a more open-ended definition of primal vs not-primal. Perhaps the distinction we need to make from that is elemental and non-elemental primals? I only suggest it because the only primals we've seen attempt to temper anyone (ourselves included) have been elemental primals. I'm not certain how Bahamut's power to control others falls into this, though. Perhaps he doesn't necessarily temper, but mind control as a dragon does.
Bahamut Tempered T9 and T12 bosses, all primals can temper, maybe the weakest ones can't because they need some strength to gain control over someone but there isn't any distinction to make between the primals, it's always the same, a revered soul takes form through ether, being a being of pure energy and will it's obviously easy for them to mind control physical beings.Perhaps the distinction we need to make from that is elemental and non-elemental primals?
