Bird in hand quest not offered to me.

I just recently resumed playing FFXIV and was wanting to start the chocobo training. However, for some reason the bird in hand quest is not being offered by Luquelot in Central Shroud. I have done the prereq quest of My Feisty Little Chocobo, have free company housing, and am level 30+. Any idea what I may be doing wrong?

Ok Check List (in full from all chocobo requirements)
Level 20+: Check
Part of a Grand Company: Check
Obtained Chocobo Lisence and compleated quest "My Little Chocobo": Check
Unlocked and compleated quest in South Shroud "My Feisty Little Chocobo": Check
Level 30+ in Central Shroud Bentbranch Medows Compleat "Bird in the Hand": Start quest by speaking to NPC "Keitha" at X20 Y22 in Central Shroud (Bentbranch Medows), then compleat objectives contenuing through NPCs "Little Leia" and "Margault" until completion of quest.

The FC house and Chocobo Stabels arn't required to start OR complet the quest. The Stabels are only usable after compleating it.

You most certainly need to have a house to get the quest. I know this because there is a message if you try to acept the quest without one, telling you that you need to have a house.

Attempted to start quest and Keitha does not offer quest. I have no quests at all in bentbranch meadow.

Has anyone figured this out yet? I have all of the requirements for the quest to appear, but there is nothing. I don't have any quests available in Bent Branch Meadows at all. There is nothing anywhere online about this being an issue so I have no idea what to do.

Double check Camp Tranquil and make absolutely sure you've done My Feisty Little Chocobo.
