I really don't see what's the issue with using attacking skill keybinds on other class for macros. But depending how many hotbars you need to have shared, you could just use:

when changing to WHM:
(You have to open your armoury chest and then open the gearset list and see what's the number of your WHM gearset, then replace the "1" in the 1st line of the macro with the corresponding number.

/gs change 1
/hotbar display 1 off
/hotbar display 2 off
/hotbar display 3 off
/hotbar display 4 on
/hotbar display 5 on
/hotbar display 6 on

And make hotbar 4-5-6 with keybinds you want to use for whm's what ever skills and then make a macro that is similiar, but 1-2-3 has on and 5-6-7 has off and then change the /gs change "1" number to the one corresponding your PLD's gearset number.

Can't make it work with many class if you can't put lets say, fireI-II-III on keybinds 1-2-3, but if you have those for fire, you can't use them for aggro combo on paladin. If you use that kind of way, you can have just 2 classes to play with that macro.

And I'm fairly certain that kind of keybind system will never come into this game, since it already sounds so confusing that some people might accidentally fuck up their hotbars and then complain to SE how their keybind system sucks.
