Dungeons as part of the main scenario

I'm guessing they don't want us to avoid unlocking the new dungeons so we get to roulette the arguably easier old dungeons. This happened before in 2.2 I think. People were advised everywhere to not unlock the new dungeons and just have easy roulettes with only the good old Wanderer's Palace etc.

In that case I think it's perfectly reasonable.

Besides, is it actually not possible to cap without the expert roulette? I've not calculated as I've just came back after a long hiatus. If you can cap without the expert roulette, then I don't see this as a really big problem.

They changed it so you can't do the roulette at all without having completed every dungeon in the roulette.

This does irk me, actually. I had a friend come back to the game (hadn't done story since 2.1) and he has had to do 6-7 hours of game time to get past ramuh even, and we still can't do expert roulettes together, and he is having a tell of a time capping his poe. He can't do the most efficient source of poe (expert roulette) and he is a casual player. So for him to actually start catching up with the new tomestone, its going to take him 2-4 weeks to catch up the story. This is NOT including 2.5 by the by, so by the time he unlocks expert all of those will be moving to HM instantly.

Current expert dungeons get moving into the highlevel roulette and get high level roulette reward.
It is more that SE don't want us to miss the end chapter of the 2.0 storyline before 3.0, so they make the storyline a requirement for unlocking 2.4 and 2.5 expert roulette.
