Wow thats a great theory! Revanant's Toll does look like FF6 Doma. Also, a Garlean base is very close to it. We know that they're growing increasingly desperate due to lack of support from Garlemald, so them doing something this underhanded (with the help of the Syndicate maybe) seems to be in line with how they do things.
