Your best bet is probably to find a linkshell in your timezone as opposed to a server. It's an international game, I am sure there are only very few exceptions but most servers are pretty evenly distributed. The servers aren't categorized by time zone like other MMOs with region locked servers.

Due to the forums for each server being hit or miss, I would create the character on a server, choose Ul'dah as your starting city, and ask around. If the community is not to your liking, or you cannot find a decent LS, delete the character and repeat on a different one. When you find one you like, you can keep the character, or recreate it at your city of choice.
I admit it is a long, tedious process, but you will be getting first hand knowledge and you will not be dealing with as many trolls.
i went ahead and re-rolled in Besaid. went with a female character this time.. much more pleasant on the eyes in my opinion =) now lvl 1 rank 1 THM again.. /sigh
