


OP why do you say "betrayal"? Just because it looks like the Scion will fall apart for the start of Heavensward doesn't mean they are betrayed.
Ul'dah is one of the Scions allies and members of Ul'dah forces will be turning on the Scions due to Teledji's influence.
Teledji is instigating a revolution in 2.5 Part 2 to take Ul'dah and the destruction of the Scions by using Ul'dah's forces.

The Scions moved to Revenant's Toll to break away from allying with a single city-state. More than likely what happened is there is an outbreak over Nanamo's decision to make Ul'dah a republic, which is what was mentioned in the previous Main Scenario.
Their neutrality is to state that they do not favor any of the 3 City-States.
The Scions are still allied with Ul'dah, Limsa Lominsa, and Gridania through political means which is why they still obtain aid (information for their operations and resources to support Revenant Toll's development) from the three city-states.
