    Did anyone have a lockout penalty for dismissing a Duty that they had already queued for at the point that it popped, or left a Raid/Dungeon Duty in the middle of it? The penalty lockout could be a reason why you weren't allowed in. If one person has the penalty, then everyone in the party is locked out, unless you get rid of that person that has the lockout applied to them.

    It's impossible to queue if anyone has a lockout.

    It may be that all the instances were full at the moment.
