Sightseeing log time restrictions

I'm looking at some of the solutions to a couple of sightseeing entries that I've found the location of on my own and the supposed time restrictions of them seem completely arbitrary and not hinted at by the clue in the log.

Example:
Log #9

"Knew it was my calling ever since I was knee-high to a goobbue. When cloudy days sunky my spirits, I'd sneak into the guild, climb as high as my legs could carry me and watch the tanners and tawers at work below." Such were the craftsman's words, and I would see as he saw.

I figured out every part, but I don't understand what in the above paragraph is supposed to tell me what the time restrictions of this venue is.

Is there something I'm missing?

I guess it might be cloudy days sunk my spirits - means was a day for a bit and then watch them work below - aka timeframe... when most work gets done. But yeah some of those are just odd. I wonder if it's just some poor localization in some cases.

Yeah, unfortunately all the vistas have time and weather requirements, not all of which are necessarily obvious. There's one in Ul'dah which talks about the lights shining overhead, which is actually a hint that you're looking for Clear weather at night. The problem counteracting that? There's literally a cieling over your head there.

Sightseeing log is pretty silly stuff, not gonna lie.

But you've missed the point, which is that the quest description makes it sound like it should be in an open area. Because it's not, the meaning of the hint about the time and weather is actually completely lost. Which kind of completely wrecks the nature of what's supposed to be the hint about the weather and time.
