The actual % mitigated of each attack blocked depends on your shield (block strength) and your actual strength. The actual % mitigated of each attack parried is based on your strength alone. I don't think it sounded like anyone was confused by my little calculations, but I took a page from this and added a few more instances of the word "rate" to make it clear that it's always the rate being affected

Sadly, that's not true. At all. Flatten can go through it, some miniscule % of the time. I have had it happen while I was learning T13 a while back.

I thought about this a little more, and there may be some factors that might have occurred to make you get hit. Block and parry will only proc if you are facing the mob, maybe you turned away? Or were you casting stoneskin? Cause you can't block or parry while casting.
