actually the minimap tells you the current weather, it's a little circle on the right-top side.

But you've missed the point, which is that the quest description makes it sound like it should be in an open area. Because it's not, the meaning of the hint about the time and weather is actually completely lost. Which kind of completely wrecks the nature of what's supposed to be the hint about the weather and time.
