The highest level dungeon you can access will generally give the most XP during the run, but if you're on a damage dealer class and want to shorten the queue time, you might be better off selecting the top five, just to give yourself a wider array of groups you could potentially be matched with. Or alternately, you could just run roulette again, though in that case there's the danger of winding up in a primal trial rather than a dungeon. (Trials give barely any XP if you don't have the daily bonus available.)

But anyway, yes, dungeons give the best XP, so run as many of those as you can. While waiting in queue for one, search out your hunting log targets and run any FATEs you come across, as those are another two good XP sources. Leve quests, the challenge log, and any sidequests you haven't already completed fill out the remainder for when you get tired of FATEs.

I think one reason there are fewer FATE parties is that a lot of FATE grinding takes place while people are in queue for dungeons. Joining a party or adding/removing members from your party knocks you out of queue, so people stay solo while running FATEs if they're in queue solo at the time.
