This isn't exclusive to SE, though. A lot of Japanese companies simply don't consider PayPal to be worth dealing with for one reason or another. I have no idea why and it was kind of a perplexing thing while I was living there. If three other normal credit/debit cards arent working that have worked several times in the past, I am not taking the risk of a Gift card from visa, etc. We shouldnt have to jump through hoops to pay for things. Japanese company or not. If you are going to offer a game in another country then you must be able to accept that country's currency and payment formats.
I'm not even asking that they use paypal directly. Find another provider who has the option of accepting paypal. Just like they had with UltimatePay.
And failing that, FIX THE CURRENT PAYMENT SYSTEM.

It could be because Paypal won't accept funds from a Japanese bank account. At least, they didn't when I tried to make a Japanese account while I was there.
Then only offer Paypal to the accounts registered under an NA/EU, problem solved. Different regions, different methods of payments.
Except somewhere along the line a Japanese bank is going to be involved.
It's probably not as simple as people think it is, especially when you MUST understand that not only are Japanese banks archaic as hell, but they're also rather shady.
You know how you can go to an ATM anywhere in the U.S. and pull out money with almost any bank's card so long as you pay a small fee? Yeah you can't do that in Japan.
Remember that SE isn't maliciously trying to screw you over. If they could "easily" do PayPal, they would've done it already. They want your money.
Uh, yes you can. If you are with a ridiculously small local bank you might have some trouble, but otherwise it's fine.
This is completely false. I am currently in Japan and despite having language barriers, I have been able to withdraw funds from any and all ATM's I have attempted to withdraw funds at. While paypal is understandably problematic for Japanese banks, That doesnt mean that things like Game Time Cards and "crysta" cards aren't either. I stand behind my earlier comments. They could just as easily incorporate Game Time Cards as a way to pay for Crysta, by converting the "time" to "crysta" So if you paid for a two month time card ($30) that should be "3000" crysta.

I, too, lived in Japan and about half of the ATMs i used would accept neither my mastercard nor my domestic (Japanese) ATM card, despite the ATM card being issued by JP national. It made paying my bills considerably difficult.
So no, this is not completely false. Some of my classmates had to have 2 or more bank accounts just to be able to pay their bills.
Also note I didn't live in Tokyo, Kyoto, or Osaka areas, however.
