Maps nerfed?

The one time this happened to me it was because of the timer, you can only gather one map per 18 rl hours. If you have botany leveled, with off-hand gathering just by Forgotten springs in Southern Thanalan it never takes me more than 10 minutes to get a map. The reason for picking that is it is close to a Aetheryte and has no high-level mobs that aggro.

Well that was the problem, I didn't realize you could only gather one every 18 hours, that was a big let down, especially now that they drop moonstones

Say I have another question. Does the map timer start when you decipher the map or when you obtain the bottle? If its when you decipher it then i can gather more to put on retainers...Something else I never though of it that works?
