When the timer says 21 mins average, that means a lot of pvp matches are going on. It almost always says "More than 30mins", when no matches are popping. For it to says 21mins, it means at least 2-3 matches an hour are happening. It takes a lot of games to push it down to 21. Like mentioned above, drop your queue and re-queue. It actually works.
There are some serious problems with the Frontlines queue. I and some friends have on occasion queued separately (same GC) and yet I would sometimes get a queue pop before even though they queued first.
It seems some people get put in the queue but permanently skipped over every time it pops. Usually if you leave the queue and re-queue you'll get a quick pop. Surprised so few people are aware of the issue...

Tip 1: Queue for all languages.
Tip 2: Queue for Join in Progress.
Tip 3: Never queue for over 25mins for Frontlines, the queue is buggy as hell.
Yup, that is absolutely normal and be ready to spend twice more in queues sometimes.)
But it is because people dont like pvp that much in ff.
