The 2.55 content is the introduction to the expansion; essentially the pre-expansion patch that most MMOs have.
End of the 2.x story and introduction to the expansion story aren't mutually exclusive; plus the devs themselves have said somewhere that 2.5 part 1 is roughly 2/3 of the main story of the overall 2.5 patch series, and 2.55 will cover the rest.
