My understanding of the way Duty Roulette works is that it will Roulette you into a pre-existing reserved instance of a dungeon.
For example, if you have selected to do Sastasha, and I select Duty Roulette - I may end up filling one of the slots in your dungeon instance. When all four slots are filled, then the instance can proceed.
So, you selecting your dungeon determines what people Rouletting will get, until your roster is filled. Of course, this is the case for anyone selecting a predetermined dungeon. If there are no people waiting in a Duty Finder queue for a specific dungeon, then it will randomly create a new instance for the person selecting Duty Roulette, and then Roulette everyone else selecting that into it until the roster is filled.
Basically, select your dungeon in Duty Finder, and your free spots will be filled in. Best to do it around the time that the Roulette resets, which is midnight in Japan - as this is when most hardcore players will do their Roulettes.
