Hardcore Server Idea

Can't you just do pretty much the same things on a normal server?

-You can't make mobs harder
-You can't make more experience needed to level / gain less experience from mobs
-You can't make gil harder to come by

The only thing you can control is turning off echo. But even then, you can't un nerf coil 1-8. There's no way to make it how it was pre nerf.

-You can't make gil harder to come by - Never use the market wards

For extra hardcore fun, delete your character every time you die and re roll!

Sure this is a bit more of a manual way to go but if you really want to play "hardcore" you can do it to yourself, no one is stopping you.

Maybe they can use cash shop money to make the server you are hoping for, they used that money to make an EU datacenter so start buying your slepnir mounts!

Half the fun of doing hard-core stuff is because the game imposes it on you. It's a server where all those things are mandatory. Self imposed rules isn't the same and takes away a lot of the fun factor. Most people who do hardcore servers like doing it for the epeen as well. Nobody can doubt whether or not you did the self imposed things. I'd probably say it's 50-50 for fun factor and epeen.

I think a better course of action for a FFXIV hardcore server would be deleveling/exp loss when dying. Losing your character when you have to rely on 7 other people isn't the best idea.
