    There wouldn't be a population on it to even support the extra dev time it would take to create two different difficulty levels of every content.

    Look at Pharos sirus when it first came out, so many bailed or tried to avoid it anyother way becuase it was slightly harder than the other two dungeons.

    As another poster mentioned, Savage coil very very few ran it, not enough to justify adding further savage modes of coil (aka FCoB savage), It's harder but gave the same loot. So majority didn't want the harder modes without added incentive of getting better gear. Same would happen with a "hardcore" server. Majority would be "Why bother? when you can run normal and get the same thing".

    It may seem a good idea in your mind, but it woulnd't be justifiable to extend exponentially development time for content for a very small number who would use the server.
