The only thing getting banned is the Spam account. The account with all the Gil isn't tied to the other account. So they just make a new account to spam with.
Actually it works the other way around. SE rarely ban the spam accounts and instead let them and the bots linger so they can trace the gil they acquire to the bank characters. The entire reason SE bans in waves like this is so that they can trace the gil and ban the accounts that actually store it. They've explained this before and it's exactly the same way they operated in FFXI.

Sudden spam surges after a ban wave is unsurprising given that it means there will be a while before another ban and the gil sellers probably just lost a couple of their 'bank' characters and a fair bit of money with them.
