The problem with games with good combat system is that they usually fail in every other way. Their developers probably thought that good combat system is enough to save a game, I do not think so and I will rather play game with simple combat system like in FFXIV. )

The thing you are asking for is in my opinion impossible without remaking whole combat system and that is not going to happen. Ever.
