The reason for that was largely that many people were leveling Rogue/Ninja, and many others were simply light farming from specific instances - namely the quickest ones like Primals or Coil runs. So it's really not a matter of relic-oriented players doing any favors to the rest, but that the scales were rebalanced in terms of roles queuing for dungeons.

Also, aisustrong, that torn gear is used by crafters to make gear of a more relevant level. So it's not immediately useful, but can be made to be.
