Well.. I can only speak for when I'm tanking Low Level dungeons on my lv 50 tank, but tanks can take alot more damage than they actually choose to, personally I speed run low level dungeons, grabbing pulls by twos whenever possible. So if you wanna stand there and spam cure 1, I can handle that for ya.
But yeah, dungeons 1-50 are supposed to teach you party mechanics. If you want to just heal, well no one is gonna kick ya from the group... but when you get into end game, more is expected. Just like TANKS aren't allowed to just Tank, then need to be bringing some DPS in too. SE didn't give you Aero and Stone and Cleric Stance just for you to take a nap.
Hell most Scholars can let their fairy cure entire dungeons while they DPS.
This game is just really boring, as a whole, at lower levels.
Don't get me wrong, i love FFXIV, but it really does not open up to become something amazing till at or near lvl 50.
This is because of how slow abilities are fed to you through the levelling process. This also has the side effect of making low level content seem really boring.
Take DRG for example: Here are the rotations you use while levelling
Lvl1-3: True Thrust Spam
Lvl4-7: True/Vorpal Thrust
Lvl8-11: Impulse Drive spam (now that is has no directional requirements)
Lvl12-25: Heavy Thrust - Impulse Drive Spam
Lvl 26-29: Heavy Thrust - True/Vorpal/Full Thrust Spam
Lvl 30: Heavy Thrust - Phlebotomize - True/Vorpal/Full Thrust Spam
From there it slowly gets more complicated as you get the rest of the impulse drive combo and your jumps.
But because of this system, you do not get to do a FULL Dragoon rotation until lvl 50..... and this applies to almost every job..... lamesauce

But IMO, that system of slowly building your class up is a good balance. Some jobs might be ok with having all your skills dumped on you at once (healers), but tanks and the more complex dps jobs would probably struggle with people not actually knowing what skills to use when.
If you get your skills as you level you have a bit of time to understand how they fit in.
Sure, maybe sometimes it feels a little TOO slow, but I would rather too slow than gaining multiple skills at once and having to work out how they fit in with the last batch I got.
DoTs are just particularly good for throwing in during a couple free GCDs, and provide a lot of potency relative to the time you spend casting them. Unless astrologians have a similar amount of potency that can be put in a small amount of cast time it's unlikely to change things much.

If you are struggling to heal the content don't dps. If you are complaining healing low level dungeons is boring please dps. It is really frustrating to me (main healer) to run this on my tank and see healers standing idle or even Mandevilling while trying to clear a dungeon. It speeds the dungeon up so much if they would help just to kill trash. If you think SE intended it one way or the other you never faced demon wall as a fresh 50 pre nerfs. The dps check was very harsh and I saved pom for it back when that spell had a 6 minute CD just to pump out stone 2.

This! This drives me insane in ST as a WHM main. I hate it when people stand around, doing nothing but sending out an occasional heal while they could be helping us kill the damn things faster. @_@
