That's base crit? I always thought it was 10% x.x
I'd say it will be extremely difficult to model skill speed, as another poster mentioned most WARs agree 390 skill speed in a must to get 9 hits on your Berserk instead of 8. At the same time anything over 420ish would be considered extraneous and would be more in-line with your weights in the OP.
Is there a way to quantify that weight of the missing skill speed up to your specific skill speed requirement (that varies somewhere between 390-420) to get your 9 hit berserk, and then skill speed above your current cap?
I think the WAR community is under the assumption that your 9-hit serk skill speed is weighted higher than crit and det, and then once you meet that cap its weighted much lower.
So I would imagine the weight table would look like:
Str - 1
Weap dmg - X
SkSp pre-9hit - X
Det - X
Crit - X
SkSp post-9hit - X

The total impact on DPS that SkillSpeed makes on the Warrior is very low. If the necessary SkillSpeed needed for a 9-hit Berserk was much higher, we're talking 500+, then yes, SkillSpeeds weighting will be much higher. The baseline value of SkillSpeed on Warriors is extremely low anyway, so 390 isn't a hard goal to achieve. At 420 SkillSpeed, its weighting is 0.190 with defiance on. I calculated the 0.18x skillspeed with 376 SS. Hardly an impact.
You're much better off just making 390 a secondary requirement, just like accuracy.
I'll model that and give you guys a definite number sometime this week.

As for the 9th Berserk hit, there is more to it than simply a 9th hit with +50% damage. It could be one of the 6 big Warrior hits (Inner Beast, Steel Cyclone, Fracture, Butcher Block, Storm's Eye, or Overpower). It also places the GCD cool down within the 5 second Pacification, reducing the effective time of Pacification. Whereas, with 8 it actually increases the Pacification duration.
Due to berserk I thought SS would weigh slightly more for WAR.
Surprised at that result.
I do think the actual weight is slightly higher than what I've posted as well. With FR in the equation, the SS weight increased to 0.193 with the rotation I plugged into my model. There's always going to be a tick or two without FR up, so more SS decreases the probability of hitting the in-game ticks. I personally think it'll be around 0.20x after we've cleaned up here. I could be wrong, but hey, we'll see I guess.
This is precisely what I meant - can we model the weight of the Sk Sp needed to get 9 hits on serk versus det/crit to see if we are being silly thinking that having a 9-hit serk is worth it.
