If the tank is similarly geared as I, and I pull, then it is the tanks fault. Granted, I could use quelling, and there is no real reason for I not to, but I should be able to trust similar geared tanks to know their roles.
For AoE pulls, if the BLM has Quelling, then they have no reason not to use it. I do get really, really annoyed when I pull from the tanks main target with a Fire 3 before AoEing. Also, it's best to use Quelling after first Fire 2 if you're triple flaring, so tank should try to hold further.

My favorite are the ones that shoot a second after i shield lob onto a mob.....and what is even greater about it, they don't even hit the one I shield lob onto but some random other mob in the pack. Love those!!! >.<
Quelling strike wouldn't help much there as this is more a stupidity problem than anything else.
I don't really have hate problems as I just flash the hell out of everything but I know that it can be tight when a BLM is present...especially on lower level content when you don't have all hate skills available. But I suppose it really comes down to how smart the DPS are you are running with. If they cannot wait for the mob names to turn red then I would advise you to just let them tank it. I have provoke which I use once.....if it happens several times it is their mob and no longer my problem.
This is how I use it as well. In a dungeon, typically Raging Strikes is followed by a chain flare.

I don't even see how this is an argument. Using Quelling Strikes doesn't affect your DPS in any way.The only time a BLM should USE Quelling is if they outgear the tank. If you are losing hate to a BLM that is equally geared as you then you should consider your pull. I've seen a BLM spike 1000 DPS on a pull and a PLD held hate just fine with Sword Oath on. No Quelling was used.
As a BLM I 99% of the time only use quelling on AoE pulls. The last 1% is at the start of bosses if the tank can't hold hate(below ilv80 weapon)
I try to time my quelling on double/tripple flare so at least one of those is with quelling/raging strikes
When I tank it really depends, when going for big pulls normally not a problem. Only problem is if you need the mob/boss to stand in a specific space and you only have lob/tomahawk for it
If a DPS really wants to tank that badly I just let them.
