Why not use it? Equal gear or outgear, why run the risk of breaking up the group with attracting the mobs. If you have it might as well use it. It does NOTHING to your DPS, only ensures you can kill all without the threat of being beat on and allows the tank to maintain control. Not using it is a disservice to your party and the run.
