Regarding the primals we will encounter in Heavensward

Can we go back to 4 person story mode fights and 8-person hm's with drops before adding ex modes later on? It would help alleviate queues for those needing story mode completion and those wanting drops can do hm with an ex mode perhaps dropping new items or items used to upgrade the hm drops.

HM with drops will just be spammed as they are apart of the story and offer very little difficulty, I like having to do the tough work to achieve something.
The HM story ques go by pretty quickly during the peak of the patches but just like everything once the well is dried up no one will go back, even adding loot to a HM it won't be long before pretty much everything is gone from it , considering how easy HM primals are it won't take long to gather all you need. I don't see that as a viable fix.
