I find that preferable to the way it is in FFXIV. First person to a plot gets it, and it still costs a ton of money. Plus we need more gil sinks.

Its been a mission of mine for housing to be overhauled to match the far superior housing design in Rift from the start.
Housing can be a far more engaging , enjoyable and long lived addition IF it is redesigned from what we have presently.
It needs massive rework.
That said I think its good to see the op, limitations of availability to me, is unacceptable, nothing less then that. and players should never stop reminding se just how bad limiting a feature like this is.
Crowded server or not, all should have access to it, at all times. I would take a housing rework over another dungeon, gs mini-game, raid or primal atm...it is equally important to me and would be to many others who have a creative bone in their body, if it was engaging and allowed for actual player creativity.

One thing I do wish they would implement for private chambers is a little hydroponic table top garden that has maybe 2 slots for very minimal crossbreeding.. but still SOMETHING for people to try out gardening with.

Still, housing in this game is pretty much a failure compared to some others. I think most of us can agree on that.

Funny timing: Someone in my FC this morning just announced that they saved up enough gil for housing but they couldn't find any available >.>
I feel bad. Such a frustrating situation. SE should really have planned better and should be adding plots on a regular basis - even if only to higher population servers. SE is entirely to blame for any population disparity - as a paying customer I hold them responsible for managing the game's balance and resources. Some of it is up to me but the playing field should be somewhat level.
TBH I would have left my server a long time ago but two things stopped me. First was the dollar amount, second was the fact that I would have lost two thirds of the gil I had saved towards a personal house. SE doesn't make it easy ; ;
It is not. However it is, your ''own fault'' (choice) of being on a high population server. Let's be realistic here: plot availability is most of a problem for the high population servers. However larger population means you get a lot of advantages we don't have. (IE: easier to find groups, FCs, LS)Regarding your "Seniority" post, thats actually exactly how its working. Only those who have been here the longest and accumulated the wealth and were on at the right time, get the houses. and it makes me laugh to say "It's no ones fault but my own" Less than an hour after servers went live, plots were sold out. I guess It is my fault I had login issues for the first two hours of the servers coming back up so I gave up and logged in at 7am instead of the 3am it went live.
Personally I'm not sure why SE didnt implement more houses for larger servers.
It is still your own choice to be on a larger server, with its advantages and disadvantages tho.
If all of your wards are full, then SE should be implementing additional districts. That was the plan from the get-go. Maybe they will bring us some new wards in 2.55?
