they usually uncapped tomes, and remove lockout from coil, when a new coil was released (every 6month)
so im pretty sure the poetics cap will remain until expansion, as well as final coil.
then when expansion comes, they will make it unrestricted, so you can gear up alts. doubt they'll do that before expansion.
WoD will probably be ilv 110, so they wont uncap 120+ until you can get higher lv gear, from other raids, which is in expansion.
new dungeons in 2.5, will probably be ilv 100.

Keep in mind 3.0 launches with Alexander which is Heavenswards version of the Binding Coil of Bahamut and it's supposed to be much harder than coil is now and BCoB turn 13 is not required to access Alexander. So, in essence, we are getting a new binding coil in Heavensward, but i am also guessing the gear is going to be level 60 to equip. When Heavensward comes out there aren't going to be many people doing older content except probably farming dungeons to level. When they hit 60 they're probably not going to want to do coil, etc as either it's going to be lvl 50 capped or it'll be a walk in the park with new lvl 50-60 abilities. I seriously doubt YoshiP and Co. are going to make i135 a requirement for leveling 50-60.

If it's capped, people probably aren't going to be too keen on doing it unless they're desperate for gear. Who wants to do capped content when you've got cool new skills to use?
If it's going to be a walk in the park, you might as well let people farm it all they want(before it becomes child's play) at the difficulty it was intended for.

I think it will kinda be like going from 2nd coil, to final coil. ppl are still doing 2nd coil for gearing alts/vanity. so even when alexander raid comes, ppl will still do final coil for alts/vanity (drg set is really sexy)
lv 50 content will probably be lv synced, so you'll probably not be able to use lv 55-60skills in 2.x content, like you cant use lv 50 skills in AV/DD/etc
