Can someone give me an in-depth explanation why Summoner is arguably the worst DPS?

Other DPS Jobs gain damage over the course of the entire fight for example the Black Mage damage increases with each hit during their umbra fire rotation then during umbra ice it stays at a certain level. Summoner's ration is steady DPS then spike and rapidly drop off while trying to squeeze every ounce of DPS out of the job.
