Can't Equip Lionliege Shield?

The current required rank for the Lionliege shield is PvP Rank 40 or above, yet for some reason, I can't equip it, despite the fact that my PvP rank is at 40.

Can I get clarification on this? Is it a typo and is it really supposed to be level 45, or is it programmed incorrectly but supposed to be 40 or above? Any help would be appreciated.

1. Have achieved rank 40 in PvP
2. Have purchases a lionliege shield, which requires level 40 or above to be equipped.
3. Cannot equip it.
