Dragoons not allowed to use Stun? (Low level Dungeons)

I am Paladin and to me, Stun a mob, unless it has to be done, is a waste of TP, DPS and waste of GCD. I am not upset if people stun or not, as long as the don't mess up the fight in the process, they can stun to their heart content, save my energy!!!

And no, lol, don't sum all Paladin as an Stun Emo Ass, only a very minor of us are.

Most stuns are off GCD, why they are a DPS increase as they can be weaved into your normal abilities. But they have a colldown (just like WARs) PLDs ability is on GCD but has no CD, so is balanced.
