Any plans to have a new GC rank anytime soon?

I can't remember when I was last able to apply for a promotion. Right now both my retainers are full of old gear from 2.xx or 3.0 before 3.1 was out... I suppose I could sell my old gear to an NPC or discard it.... but if promotions come out soon after discarding gear that would be quite irritating, so are there any plans to have new GC rank anytime soon?

I know they're not doing anything with GC promotions because they want it to be meaningful: I get that and I totally agree

BUT if they are going to hold off a long time they should just quickly raise the cap on Lieutenant 2, so I'm not always buying gear in order to not throw seals on the ground when I turn in gear. It's a vicious cycle of inventory bloat.
