Google can translate some languages 'alright', but it seems to have a hard time with anything but simple Japanese <- -> English.

Well on the bright side Google translations of English->Japanese are usually better than their Japanese->English translations,so as long as the English is written well enough, it usually comes out fairly understandable to Japanese readers.

I think its a good idea, having like a glamour book, but only allow maybe rare or super rare items in the book. And then maybe make it so its only accessible in the retainer menu, or maybe even make add another NPC bell thing, where you can only access the rare glamours and unique ones in the book through that npc. Kinda like how Diablo III is. So keep it like it is, but alleviate some stress by only having a book for the most elite, rare, unique gear. Maybe even giving you exp. or money or something like a title for completing book like the sightseeing log.

Your idea sounds good, but maybe a reward for a collection instead of the complete book, like all t5 weapons, or all shiva's weapons, the complete book would be too much for a single reward x)

You're idea for unlocking glamour 'collections' is actually very good and would allow for the system to use up less character data. Although I still have trouble buying into the whole 'too much character data' excuse, considering DCUO is free to play, and still can manage to have a 100% vanity retention for every single piece of equipment your character has ever equipped. Not to mention achievements for every single equipment set you've collected
