Unfortunately I can't give you a definitive answer, someone else might be able to and I'd like to know as well. What I can tell you though is that ingenuity lowers the level of the recipe (and ingenuity II lowers it a bit further). This is important because both progress and quality gains suffer when the recipe is above your level.

Again, I forget the exact numbers, but for every 1 level difference you get a % more or less progress than if your level and the recipe were the same. For quality it only works in the negative (recipes above your level get less than normal quality per touch, but recipes below your level do not gain additional quality per touch).

I believe the range is something like 10 levels +/- and then it plateaus. For items up to level 70 this can make a pretty big difference, but at 90+ the gains become smaller (I think ingenuity is barely bringing the recipe level under the plateau). That's my understanding anyway. For low level crafting ingenuity works very well.
