Many online games don't allow new characters on servers that are currently full.
This is a common issue for new players with friends already playing the game.
The truth is that servers will lockout character creation when there are a number of players actively playing on it over a specific threshold (nobody knows specific number btw). It updates at regular intervals and you have to create your character at a specific time. Your friends should have informed you of this "feature", but it's understandable if they didn't know it. It is only used by those who regularly transfer characters, have alts, or for players like you with a specific server in mind.
There is a work-around. The server checks the population at regular intervals and after one such check where the active population is low, you may create a character at that time. The full list is here, in pacific standard time. Just stay up late one night or set an alarm and create a character on an off-hour like 3AM. Once you do, you'll be able to log in to the server at any time as long as it is running (not down for maintenance/patches/etc).
