The 'foundation' level (where the common people apparently are restricted to) looks more like San d'Oria MkII to me - right down to lots of drab grey stone and stuck-up elves.

The rest of the city looks more like Lindblum crossed with Jeuno though. But I guess we'll find out for ourselves soon enough.
