I was hoping it would be more snow like Coerthas but my friend said its going to be like plains because they raise chocobos there. Wondering if anythings been said about the environment there?

Ishgard is the city-state within the Coerthas Highlands, not a region. It's that large structure beyond the Gates of Judgement (blocked currently). It will have all the same things as Gridania, Ul'dah, etc at some point.
As far as thematics, I can imagine it will be like Vatican City.
Well, the teasers and concept art released of life behind the Gates of Judgement just show a lot of drab grey stone everywhere and little colour. But we'll see once Heavensward comes.
Yeah good point. So Coerthas is what the area is called and then Ishgard is the city? Its just the "Coerthas Central Highlands" that is snow. Maybe there's other parts that are not snow. I'm still holding out that maybe at least 1 more zone will be snow. ><
Ishgard itself is the castle you can see form a distance and some of it has sort of been shown in videos. The new zones, surrounding Ishgard, likely some of the remaining Coerthas areas as well as some stuff to the northwest are anybody's guess really. Coerthas used to be lush green rolling hills and what not before the Calamity, so some of the other areas may still be like that or covered in snow like the central highlands. I think they'll get into some mountainous terrain in the northwestern areas, and of course we know that some of the new areas will allow for/ require flying to get around.
Hopefully something cool, cause I dislike the 3 current-city states. Maybe we could join there company. Cause I like (Aymeric, Amric?)
Don't forget, the area of Ishgard that we've been shown in most screenshots so far is called Foundation. Ishgard is divided by status and class both in an abstract sense and a literal one, the higher into Ishgard you climb, the more standing people have. It makes sense that the lower areas are devoid of pomp and flourish in favor of the utilitarian stone defenses and cramped lower-class residential areas. The few images we saw of the upper tiers showed more spacious distribution incorporating a lot of gold flourish, green space, and what looked to be classic Germanic architecture (gothic stonework, timber-frame residences).

Highly doubt it since it seems Ishgard doesn't have a FC due to them not wanting to ally themselves with the rest of the city states. On top of that, a 4th FC wouldn't be compatible with Frontlines and could confuse players still in the 2.X storylines.
Coerthas Western Highlands is snowy. During Snowcloak you briefly enter the Western Highlands.
