Why did SE decide to make the three new classes not require base classes?

Is the game being "dumbed-down" a bit?

lulz, 14 is essentially dumbed down by using the spam/gcd/rotation system found in rift/wow/ro2/etc, instead of evolving on what made 11 so unique, the tp building system(14.1 might have been good but i didnt play it:/)
