Duty Finder Queue Withdrawal While Grouping With Others:
Grouping with others withdrawing from a queue will cause you to incur a penalty, even if you click "commence".

Steps:
Queued for a dungeon. Healer accidentally queued for a second coil turn along with a dungeon we were doing to try and get poetics. Realized his mistake when Second Coil popped up. I commenced anyway, having had two strikes of withdrawing within the last 24 hours, however, he withdrew. I ended up incurring a 30 minute penalty to queues because of him withdrawing.

Suggestion if "Working as Intended":
Change how the system determines some one as withdrawing from a queue. I understand why the system is in place, but if players who are legit trying to play the game get punished for trying to play the game, some players will unsubscribe and stop playing because of it. It is completely unfair to me and any other players who are willing and ready to go into a queue to be locked out for 30 minutes because of the penalty that should only be occurring to the person who clicks the withdraw button.

Your 2 previous strike surely wasn't from an 'accident', was it?

Actually no, they were from two previous times I was grouping with others, and THEY withdrew. I was penalized for grouping with friends who weren't necessarily ready to queue.
