Veil does not display properly in chapel

The veil is fluttery and lovely on everyone but my Female Roegadyn when in the chapel. Upon entering the chapel, or equipping it inside, or switching classes, or doing anything to switch the veil, it will immediately become immovable and stiff to everyone around me as well.

It's frustrating that a major selling point of this veil is absolutely broken unless I log out and log in 5~10 times until the visual glitch resolves itself. I've tried this with both Devotion and Passion veils, both break the same way.

Stiff Veil Bug: Character Selection Screen, In Game Model, and Character Viewer = Veil stiff and broken. (Relogging does not fix this, even restarting the console does not fix this.)

Race: Roegadyn Female (Sea Wolf)
Server: Phoenix
Bug: Veil is stiff and immoveable in chapel.
Playing on: PS4
Frequency of glitch: 95% of the time, only 5% of the time is when a relog in the chapel will reset it.

Edit: Confirmed that the Odin bodypiece and any multi-slot armor is causing an instant break of the veil. Relog unsuccessful most of the time.

And it is constant. Switching veils, leaving/re-entering the chapel, restarting inside, restarting outside, etc. does absolutely nothing and it remains this way. Half the time, the Character Preview will show the veil displaying properly.
