Targeting and UI issue ( keyboard mouse)

It's a small work around Geesus but doesn't fix the issue, since you can also tab switch targets while at the 3 prong target state, then the up down keys work fine. If you rightclick hold to move the camera, not even touching the targeting. they stop working as well.

Steps:
1. Click NPC or PC till reticle changes to 3 prong, and skill palette showes up. with targeting type A up and down arrow will now switch between the 3 skill palettes. Left right arrow will move curser on the skill palette.

2. Click another NPC or PC to move the 3 prong reticle to that person OR right click rotate camera

3. up down arrows now stop working, and switch to changing targets instead of switching skill palette. Left right arrow now switches targets.
