Targeting and UI issue ( keyboard mouse)

Ok figured out that what the OP says IS true BUT that's only if you don't hit enter to I guess actually lock the target he/she then clicks on. So if I'm in the Adven guild in Grid I can select a PC and "lock" then activating the HUD/UI. I can move using the arrows as intended. If I then just change the selected and locked PC to another PC, the "cross-hairs" for the target say the new target is STILL in a locked format but it is not. If you go from one PC to the other and then just hit ur enter key Bloodrite, it will work as intended.
