You leave the modem on... the DNS cycles when the ISP wants it to, it happens without warning usually early in the morning "when no one is awake" and takes only a few seconds. Usually happens if a DNS has to be maintenanced or taken offline for whatever reason. No one has a choice. If you have to restart your modem/lose connection your modem doesn't have a choice but to possibly switch DNS.
Must be a pretty crappy ISP then, my IP only changes when there's a power trip or if someone turns it off and it has to re-connect, apart from that it stays constantly on the same address for as long as it's on.
